Who actually performs the retrocommissioning (RCx)?
The Program has a pool of pre-qualified and trained RCx Providers that work directly with building owners through the Program (see List of Lead Providers for more information). The providers were selected based on their expertise in identifying O&M-type energy savings opportunities and previous experience with RCx projects. The RCx Providers will conduct the in-depth investigation, work with the owner to select cost-effective measures for implementation, and provide project documentation and training. To implement measures, owners can use in-house staff or hire licensed contractors.

How long does a project take?
Depending on the scope and complexity, a project may last 9-12 months from inception to completion.

Who receives the incentive check?
For RCx projects, the Program provides screening services and project follow-up at no cost to the owner. An RCx Provider performs an engineering analysis to identify potential operational improvements and will be paid directly by the Program. The building owner will receive the incentive check for implementation of measures selected with a payback of greater than one year. See Incentives for more information.

How do I know if my building is a good candidate?
There is a set of criteria that the Program uses to screen a building and determine whether it is a good candidate to participate in the Program. The primary criteria include building size, annual energy consumption, and age and condition of building equipment. See How to Qualify for more information.

What are the requirements to become qualified as a RCx Provider?
All RCx Providers must be pre-qualified by the Program.

Desired qualifications include:
  • Acting as the principal provider for RCx projects
  • Gathering and analyzing data using BAS trend logs and portable data loggers,
    including collecting baselines of system performance
  • Using engineering calculations or approved simulation models to estimate
    energy savings
  • Working with various Direct Digital Control (DDC) systems
  • Performing functional tests
  • Assisting in the implementation and verification of energy saving measures
  • Documenting RCx measures and providing training to building staff for systems
    that were retrocommissioned
